This meassure will affect common transit first which is based on the Convention of 20 May 1987 that sets a common transit procedure for the movement of goods between the 27 EU Member States and the EFTA countries (Iceland, Norway, Liechtenstein and Switzerland).
It also affects the Convention on the simplification of formalities in trade of goods. Community transit is used for customs transit operations between the EU Member States (and Andorra and San Marino) and applies to the movement of non-Community goods for which customs duties and other charges at import are at stake. It also affects Community goods, in those cases in which goods in their root from their point of departure and point of destination in the EU, have to go through the territory of a third country. It is planned that the convention (as well as the Convention of 20 May 1987 on the simplification of formalities in trade of goods) will be extended on 1 July 2012  to Croatia and Turkey
